Overview

The Ministry of Energy and Infrastructure (MoEI) is a federal government entity in the United Arab Emirates (UAE), established through the merger of the former Ministry of Infrastructure Development and the Ministry of Energy. It is responsible for overseeing key sectors to support the country’s economic, environmental, and social sustainability. The ministry aimed to implement a secure access control system at its headquarters in Dubai that would allow seamless entry for daily visitors while ensuring full protection against unauthorized access.

Challenges

The access control area consisted of a large open space, which made managing multiple visitors arriving simultaneously challenging. Previous attempts with several facial recognition systems failed due to harsh outdoor conditions, including strong sunlight and rapidly changing lighting. MoEI needed a solution that could reliably operate under these real-world environmental conditions while providing secure and efficient access control.

Solution

UBio-X Face Pro, equipped with fingerprint and QR code functionality, was deployed alongside speed gates to monitor and record all employee and visitor access transactions. A Visitor Management System was implemented, allowing visitors to register at self-service kiosks using their national ID, capture facial data, and gain automated entry and exit access. The system supports multiple authentication methods, including face recognition, PIN, card, QR code, and fingerprint, according to management-assigned access levels. Additionally, the backend Alpeta software was seamlessly integrated with MoEI’s ERP system and internal government portal, enabling automated assignment of additional benefits and ensuring smooth system-wide operation.

The seamless integration with existing systems enabled centralized monitoring and control of all access transactions, improving operational efficiency.
